Job description

Reporting day to day to a Project Director, providing leadership, daily support and guidance on all project commercial matters throughout the project lifecycle. Accountable for the commercial project deliverables (commercial and procurement) stream for a project or projects within the PPP structure. Reporting functionally to the PPP Lot Commercial Lead who will require updates and support from all projects for governance, improvements, assurance and reporting activities.

 

Key Responsibilities

 

  • Ensure contract commercial compliance. Consolidates and coordinates that compliance information, providing as advice to Project Director, PPP Commercial Lead and PPP Lot Commercial Lead.
  • Development and management of the project commercial project team, ensuring performance to the required standards and expectations.
  • Responsible for maintaining the standards, requirements and procedures for all project commercial activities.
  • Developing and agreeing T&Cs for subcontractors and call off orders for KDPs
  • Delivery of internal and external commercial targets optimising project performance, management of KPI performance and optimisation of the AIF achievement from the project.
  • Ensures the quality, timeliness and consistency of work produced by the commercial team
  • Manages PPP, Client and Lot partner commercial governance input requirements from the project including submission and governance of notices, communications, change, subcontract/procurement awards.
  • Provision of all project commercial reporting, including performance monitoring, trending, variance analysis, forecasting (in year and project life), EAC, cost, risk and opportunities, RDEC and change
  • Delivery of the procurement strategy/plan and tracking of past and upcoming, subcontract placements, KDP call offs and any variations on such.
  • Management and reporting of progressive supply chain performance, including value for money analysis against delivery.
  • Ensures process, challenge, audits and governance are in place to protect the Lot Partners from disallowed cost.
  • Managing the golden thread - operations, project control, engineering, subcontractors and commercial in the change control process
  • Lead production of commercial information to complete SL sanction process at hand e.g SPER OBC, FBC MPB, MPTP and beyond
  • Develop and implement a robust process for Lot Partner, forecasting, EACs, estimates and other project reporting and establishing a regular forum to review with Project Controls.
  • Creates and manages a commercial resource management plan for all stages in the project lifecycle
  • An expert to the wider team on the supply and supplier subcontract requirements.
  • Ensure PPP and Lot partner DELAPS are adhered to.
  • Provide good challenged commercial management and reporting of change (AEs and CEs)

 

Accountabilities

  • Ensure the timeliness and accuracy of data communicated and reported to all stakeholders
  • Timely communication of any current and potential commercial issues to the Project Director and Lot Commercial Lead.
  • Maintains compliance with approved processes, procedures and project execution plans.
  • Active contribution to continuous improvement of the functional quality and performance of Quantity Surveying and Commercial Management (including supply chain management as required).
  • To work in compliance with the Collaborative Management Plan.
  • Ability to monitor performance and intervene appropriately to ensure targets are achieved/exceeded.
  • Provide considered analysis of all available data to arrive at viable options and defendable decisions.
  • Organising information to identify the key issues enabling appropriate actions and plans.
  • Accountability for all project internal and external commercial reporting.
  • Escalates appropriately to ensure optimal delivery of project and programme commercial management and outcomes.

 

Qualifications and Experience

  • Extensive experience of the successful management of project commercial teams and working collaboratively.
  • Extensive knowledge and experience of management of terms and conditions of contract e.g. NEC3/4, JCT and bespoke contracts.
  • Extensive experience of development of business cases and subcontracts.
  • Experience in the nuclear industry or other regulated industry preferred.
  • Proven record of positive challenge, delivery of solutions and continuous improvement.
  • Excellent communicator, leader and team builder.
  • Chartered member to a recognised organisation (RICS or CIOB) an advantage.
  • Capable of obtaining (or currently holds) UK Nuclear industry clearance.
  • (Est. 20 years +) Complete managerial and strategic commercial skill set.
  • Ability to report and present to senior management on all aspect of commercial and operational activities.
  • Ability to rigorously review and provide solution for new events/situations.
