Industry Skills Advisor

(Initially funded for 12 Months with potential for extension)

Are you looking for a unique opportunity where you can use your existing skills and talent to make a real difference to the community and sustainably improve the lives of people living and working in Cumbria?

All Together Cumbria (ATC) are seeking an Industry Skills Advisor who will be responsible for the delivery and implementation of our Industry Skills Brokerage Project.

The role will be located primarily at the Papcastle Depot, Papcastle, Cockermouth with outreach working at different locations throughout the county. As the role will involve some travelling a current driving license is essential. You will be a key member of the All Together Cumbria Team, reporting to the Industry Skills Brokerage Manager.

The Industry Skills Advisor is responsible for managing the Industry Skills Project to facilitate and increase the availability of skilled and competent people to support a wide range of industries across Cumbria. This will be done by implementing a ‘One window’ view of further education, training and employment opportunities enabling ‘access for all’ to meaningful provision and employment opportunities. This is a new project, so we are looking for someone who is flexible and used to working in a project development role.

You will be an excellent communicator and be able to develop collaborative relationships with a variety of key stakeholders, including industry professionals and provision providers for both Social Justice and Education and Training. You will have excellent project management skills and be able to offer solutions to influence the project and its management.

The Industry Skills Advisor will be required to determine the needs of individuals and take them through a defined Industry Skills Journey Map providing mentoring, guidance and support to the individual using pre-determined provision providers and Industry Pathways. By supporting the individuals along the Industry Skills Journey Map, they will become work ready and then the Industry Skills Advisor would liaise with the ATC Recruitment Desk Manager to help aid the individuals into employment via the ATC Recruitment Desk.

As this is a customer/client facing role you will be required to develop and build multiple relationships across many levels with key stakeholders to ensure successful delivery of the project.  Additionally, you will also be required to promote the Industry Skills Brokerage at key networking events.

You will be required to work client facing on a 1:1 basis to fully understand the needs of the individuals and ensure appropriate signposting is made whilst guiding them along their journey into employment.

There will be line management responsibilities with this role. There will also be general office duties.




Industry Skills Advisor is responsible for:

  • Developing a register of all the social justice, education and training and voluntary organisation provision providers in Cumbria and maintaining the database in a suitable format
  • Developing and maintaining an Industry Skills Journey Map to mentor, guide and signpost individuals to identified provision providers and programmes to enable and empower them into sustainable meaningful education, training and employment
  • Mentor and support individuals who are wanting to upskill so that they can move themselves forward either into or within the labour market
  • Work with the local communities to conduct needs assessments that includes input from people who are unemployed or who are in employment and wanting to upskill
  • Proactively monitor the Industry Skills Project progress, resolving issues and initiating appropriate corrective action
  • Ensuring effective quality assurance and the overall integrity of the project
  • Work with the Industry Skill Brokerage Manager to ensure the Industry Pathways are aligned to the needs of industry
  • Managing and reporting the Industry Skills Project benefits to the Industry Skills Brokerage Manager
  • Managing communications with all stakeholders
  • Highlight and report any risks to the project’s successful outcome
  • Work with the Industry Skills Brokerage Manager on developing new project initiatives
  • Embedding new projects and initiatives into business as usual
  • Assist in driving change internally and externally



Key skills/requirements

  • Passionate and committed to improving the lives of people living and working in Cumbria
  • Experience of working with adults or young people, on a 1:1 basis or in groups
  • Effective leadership, interpersonal and communication skills
  • Good knowledge of techniques for planning, monitoring and controlling projects
  • The ability to find ways of solving or pre-empting problems
  • Good research and analysis of key data and reporting skills
  • Ability to be flexible, adaptable and not adverse to change
  • Ability to develop and maintain effective new relationships (external & internal) and identify new opportunities aligned to ATC Social Impact Strategy
  • Able to positively influence others without authority to create a sense of community amongst key stakeholders/partners of the broader project teams and wider community
  • Good listening, mentoring, interpreting and evaluating skills to determine referred individuals needs along their journey into further education, training and/or employment and signpost appropriately
  • Ensure delivery of ATC Social Impact objectives
  • Work alongside the ATC Industry Skills Brokerage Manager, local communities, Recruitment Desk Manager and Social Impact Manager to understand changes in skills shortages, track trends and implement strategies to reduce/remove gaps aligned to Social Impact Strategy
  • Support the day to day operations of the Papcastle Office and provide support to the broader ATC team/strategy as and when required
  • An enhanced DBS Check will be required for this post.


Additional skills, experience or interest in would be advantageous;

  • A level 3 professional qualification
  • A passion for social media platforms, and generating regular email campaigns
  • Able to contribute to website design and ensuring regular relevant updates
  • Ability to think innovatively and brainstorm new ideas with key stakeholders
  • Exposure of or passion for working with disadvantaged client groups for example long-term unemployed, persons with disability, ex forces personnel  
  • Developing strong relationships with referral organisations is key, i.e. Job Centre Plus, Business Managers, Work Coaches and Disability Employment Advisers (DEAs)
  • Conducting outreach activities/events/sessions at community organisations, attending job fairs and employer events.
