We are seeking a motivated and ambitious Quantity Surveyor to join our team on the Wessex Water YTL Infrastructure Framework, supporting the delivery of a diverse portfolio of exciting schemes. This role offers an excellent opportunity for someone looking to develop their commercial skills further and take on greater responsibility within a collaborative and forward‑thinking environment.

 

Role Responsibilities

  • Maintain accurate commercial information for the contract, satisfying the needs of both the customer and Morgan Sindall in terms of reporting commercial performance on the YTL/Wessex Water Framework.
  • Contribute to achieving strong commercial outcomes through accurate financial reporting.
  • Manage subcontractor supplier accounts—financially and contractually—to secure full entitlements.
  • Build and maintain effective customer relationships through high‑quality service and on‑site delivery.
  • Support the site team in understanding and meeting contract requirements.
  • Identify, secure, and deliver business forecasts in turnover and margin.
  • Place subcontract orders aligned with the main contract and managed subcontractor accounts to ensure timely and correct payments.
  • Monitor subcontractor performance against programme requirements.
  • Source competitive supplier and subcontractor quotations based on current market awareness.
  • Assist with cost value reconciliation reports and cash recovery forecasting, ensuring alignment with targets.
  • Prepare and submit applications for payment and invoices to meet WIP and cash targets.
  • Ensure compliance with all contractual obligations.
  • Monitor internal expenditure against budget and support efficient cost control.
  • Maximise value and reduce costs in line with Morgan Sindall values.
  • Operate and maintain commercial systems that support contract management.
  • Implement and monitor commercial processes and procedures to ensure effective operation.
  • Support delivery of exceptional customer service and contribute to achieving Perfect Delivery.
  • Promote effective teamwork across project teams.
  • Coach colleagues to develop commercial and contractual awareness.
  • Consult with customers and third parties on commercial matters, including variations, claims, and additional payments.
  • Manage financial closure of projects, ensuring accurate allocation of costs and value within required timescales.

 

Skills, Experience and Qualifications

  • HND or Degree in Quantity Surveying or a related commercial discipline.
  • RICS accreditation (or working towards).
  • Appropriate CSCS card.
  • Strong understanding of monthly and period cost reporting, and comparison to budget/forecast.
  • Practical knowledge of forms of contract.
  • Previous experience using COINS.
  • Experience managing subcontractors—including meetings, measurement, control cycles, certification, accruals, and value allocation.
  • Knowledge of subcontractor procurement and effective cost allocation management.
  • Ability to monitor and manage subcontractors with minimal supervision.
  • Strong teamwork skills with the ability to contribute across projects, sites, or regions.
  • Strong management skills with the ability to motivate self and others.
  • Effective planning and time‑management skills, able to manage multiple activities without compromising quality.
  • Ability to ensure compliance with standards and specifications.
  • Ability to collaborate with colleagues to support project and operational performance.
  • Solid understanding of construction practices and standards.

About the Water|Highways Business Unit

Our Water team designs, builds, and maintains vital UK water infrastructure, ensuring secure water supply and wastewater services.

We work with major water companies to create resilient facilities, reduce flood risks, and improve environmental outcomes. Currently, we participate in the Welsh Water AMP7 and AMP8 frameworks and have secured projects with Wessex Water for the next five years. These long-term framework agreements are part of a national £88 billion investment, requiring a collaborative and agile approach to meet the industry's challenges.

Our Highways team delivers comprehensive services, from major national projects to local schemes, improving road journeys for millions daily.

With expertise in tunnelling, bridges, and more, we provide end-to-end project support, including design, integration, and construction. Current projects include concrete road replacements for National Highways, smart motorway safety enhancements, and widening the A423 for Oxford City Council.
