Job description:

As a Pre-Operations Manager you will be aligned to the Start Up Commissioning and Pre-Operations 
delivery team throughout the project lifecycle. You will manage the delivery of Pre-Operational work 
scope in order to handover a facility with the required operational arrangements demonstrated and 
in place against the client requirements. 


You will also ensure the operability and maintainability of the design and provide the knowledge, 
leadership, management and support required to ensure Pre-Operations work is executed to meet 
the client and PPP Lot Partners legal, regulatory and project requirements.  


As a Pre-Operations Manager you will demonstrate by qualification, experience, and behavioural 
competencies that you are suitable to be assessed to take on specific duties and responsibilities 
under statutory/legal requirements where required.  

 

Key responsibilities:

  • Manage several teams delivering Start Up, Commissioning, and Pre-Operations work scope 
    through the project lifecycle at various locations as required.
  • Safe delivery of Start Up, Commissioning, and Pre-Operations activities to the required level 
    of quality in line with the processes.
  • Develop and approve Start Up, Commissioning and Pre-Operations strategies to enable 
    project delivery.  
  • Setting and approving delivery plans in line with the overall project strategies and schedules.
  • Manage work progress and performance in line with project priorities and taking appropriate 
    corrective actions where necessary.
  • Overall management and prioritisation of resource to support successful delivery to an agreed 
    strategy and plan in a timely and cost-effective manner.
  • Report on progress of work delivery against schedules and any risks or issues.
  • Assessing, authorising, and maintaining the competence (SQEP) of team resources.  
  • Undertake Commissioning management/ execution appointments of team members where 
    required.
  • Stakeholder engagement of other project workstreams, sub-contractors and client 
    organisation to ensure that start up, commissioning and pre-operational requirements are 
    successfully delivered and integrated. 
  • Deliver Pre-Operational work to ensure operational arrangements are in place in accordance 
    with client requirements to meet Nuclear Site Licence Conditions and other statutory 
    obligations.
  • Represent Start Up, Commissioning and Pre-Operations to internal and external stakeholders.
  • Manage and mitigate risks at a project wide level.  
  • Manage effective coordination between delivery teams and all stakeholders to enable safe 
    delivery of work.
  • Lead and coach your teams to maximise their efficiency and effectiveness to meet or better 
    the project commissioning element baseline cost, schedule, and quality requirements.
  • Ensure training and experience is maintained in order to hold relevant appointments where 
    necessary for project delivery e.g. Commissioning Appointments, Electrical Appointments, 
    Mechanical Appointments etc.
  • Overall cost and budget management for your teams including estimating and forecasting.
  • Ensure shared best practice and LFE is incorporated into delivery.
  • Use and promote Project Delivery Fundamentals and required organisational practices in the 
    delivery of work.

 

Requirements:

 

  • Degree/ Level 6 qualification in relevant discipline or equivalent training/ experience or 
    Chartered Engineer status and able to present qualification certification.
  • Experience in managing an engineering or technical team/s delivering technical packages with 
    demonstrable evidence of success against agreed project schedules.
  • Demonstrable experience in managing multi-disciplined teams.
  • Experience in managing operations/commissioning activities in a highly regulated 
    environment or have nuclear sector experience, including working within large scale projects.
  • Project management experience.
  • Computer literate (MS applications including Word, Excel) with evidence of producing 
    commissioning test documentation and reports.

Desirable Requirements:

  • Previous experience as a Pre-Operations/Operations Manager in the Nuclear Sector.

  • Challenging attitude – willingness to intervene if observing unsafe acts or non-compliance – 
    prepared to have the difficult conversation.
  • Able to work collaboratively with all levels of organisation to achieve successful project 
    output/outcomes.
  • Ability to work autonomously with light touch supervision – including remotely from team 
    (works testing etc).
  • A disciplined and accurate approach to data recording and record keeping.
  • A proactive and balanced approach to safety (nuclear, radiological, conventional, and 
    environmental) to ensure that safety is optimised during project delivery and for operations.
