We’re seeking a Framework Director to lead the Welsh Water Framework through AMP 8 and into AMP 9, supporting a partnership that spans more than 30 years. With an annual delivery value of £45-60m, this is a high-impact leadership role shaping outcomes across a long-term programme of essential infrastructure works.
Role Responsibilities
As Framework Director, you will be the strategic lead for our Welsh Water programme - driving customer experience, commercial performance, operational excellence, and team engagement. You’ll act as the principal point of contact for the client, ensuring our teams deliver projects that meet Perfect Delivery standards while strengthening a trusted, collaborative relationship.
· Lead all aspects of framework delivery, ensuring high standards in safety, quality, programme performance and customer satisfaction.
· Build and maintain a strong, strategic relationship with Welsh Water and associated stakeholders.
· Drive continuous improvement, service excellence and best practice across all framework teams.
· Oversee commercial performance, ensuring profitability, effective cost management and healthy cash flow.
· Provide leadership, coaching and motivation to project teams, promoting a positive, high-performing culture.
· Monitor performance metrics and customer KPIs, implementing action plans where required.
· Strengthen supply chain relationships and support the development of consistent commercial and delivery approaches.
· Identify new opportunities, support work-winning activity and represent the framework at internal and external events.
Skills, Experience and Qualifications
· HNC/HND in Building Studies (or equivalent).
· SMSTS and relevant CSCS card; First Aid qualification desirable.
· Proven experience leading frameworks, major programmes or large multi-site operational teams.
· Strong commercial acumen with the ability to drive margin, performance and programme efficiency.
· Exceptional communication, negotiation and stakeholder management skills.
· Organised, proactive and results-focused, with the ability to balance multiple priorities.
· A collaborative leader who can motivate teams, embed high standards and cultivate a positive culture.
· Ability to identify opportunities for improvement and growth, seeing the broader strategic picture.

About the Water|Highways Business Unit
Our Water team designs, builds, and maintains vital UK water infrastructure, ensuring secure water supply and wastewater services.
We work with major water companies to create resilient facilities, reduce flood risks, and improve environmental outcomes. Currently, we are engaged in the Welsh Water & Wessex Water AMP8 frameworks. These long-term framework agreements are part of a national £88 billion investment, requiring a collaborative and agile approach to meet the industry's challenges.
Our Highways team delivers comprehensive services, from major national projects to local schemes, improving road journeys for millions daily.
With expertise in tunnelling, bridges, and more, we provide end-to-end project support, including design, integration, and construction. Current projects include concrete road replacements for National Highways, smart motorway safety enhancements, and widening the A423 for Oxford City Council.
