We are seeking a driven and capable Pre-Construction Director to lead our work-winning function and play a key role in shaping the future pipeline of the business.
This is a senior leadership opportunity, responsible for overseeing business development, tendering, estimating and pre-construction activity, ensuring a high-quality, consistent and commercially robust approach across all opportunities, with the scope to further develop and shape the function.
About the role:
As Pre-Construction Director, you will lead and coordinate multidisciplinary teams across the full pre-construction lifecycle. You will set the strategic direction for tenders and early engagement opportunities, working closely with Operational Directors and senior stakeholders to position the business for success.
This role combines strategic leadership with hands-on oversight of key bids, ensuring strong governance, clear win strategies, and alignment across all functions.
Key Responsibilities
You will lead the end-to-end work-winning process, setting direction and ensuring consistent, high-quality delivery across all pre-construction activities, including, but not limited to:
- Lead and develop the work-winning function, providing direction across business development, estimating, tendering and pre-construction teams
- Set the strategic approach to tenders and pre-construction activity, including feasibility, ECI and Stage 1 opportunities
- Oversee bid strategy and delivery, ensuring clear win themes, competitive positioning and high-quality, aligned submissions
- Establish and manage bid budgets, driving performance, accountability and value for money
- Work collaboratively with operational, engineering and supply chain teams to identify and engage key strategic partners
- Ensure robust commercial, cost and supply chain strategies are developed to support successful outcomes
- Embed strong governance, risk and assurance processes across all pre-construction activities
- Build and maintain effective client relationships, supporting presentations and early engagement opportunities
- Lead pre-construction governance and ensure a structured, effective transition from pre-construction into delivery
- Drive continuous improvement across the function, using feedback and insight to enhance processes, systems and outcomes
What we’re looking for:
- Proven experience leading tendering and pre-construction teams within the infrastructure (ideally Rail) industry
- Strong understanding of work-winning strategies, commercial drivers and project delivery considerations
- A collaborative leader who can engage, influence and align senior stakeholders across the business
- Excellent organisational and planning capability, with the ability to manage multiple complex opportunities
- Strong commercial awareness and the ability to build and articulate a compelling business case
- Effective communicator with strong negotiation and stakeholder management skills
- A proactive, results-driven approach with a focus on quality, governance and continuous improvement
